After weeks of geopolitical squabbling, a major moment in the war in Ukraine has arrived: Germany has announced it will provide Leopard 2 tanks to Kyiv’s troops.

German Chancellor Olaf Scholz announced the move on Wednesday, bowing to intensifying international pressure – led by the United States, Poland and a bloc of other European nations, which called on Berlin to step up its military support and commit to sending their sought-after vehicles.

The announcement was matched by the US. On Wednesday, President Joe Biden said that he was providing 31 M1 Abrams tanks to Ukraine, reversing the administration’s longstanding resistance to requests from Kyiv for the highly sophisticated but maintenance-heavy vehicles.
And the influx of Western tanks into the conflict has the potential to change the shape of the war. The shipments are a breakthrough in the West’s military support for Kyiv, signalling a bullish view around the world about Ukraine’s ability to reclaim occupied territory.

Crucially, they may allow Ukraine to take the fighting to Moscow’s forces and re-capture more occupied land, rather than focusing primarily on beating back Russian attacks.

Here’s what you need to know about Wednesday’s developments and how they affect the war.


What has been announced?


Scholz said in the German parliament on Wednesday that his government will send 14 Leopard tanks to Ukraine, wrapping up months of deliberation and several days of tense negotiations with NATO partners.

“This is the result of intensive consultations that took place with Germany’s closest European and international partners,” a government statement said.

The German army has 320 Leopard 2 tanks in its possession but does not reveal how many would be battle ready, a spokeswoman for the Ministry of Defense previously told CNN.

Ukrainian President Volodymyr Zelensky’s chief of staff welcomed the news that Germany will send his country Leopard 2 combat tanks and reiterated they needed “a lot” of them.

“The first tank step has been taken. Next up is the ‘tank coalition’. We need a lot of Leopards,” Andriy Yermak said on Telegram.

When will Ukraine be able to use them?


The goal is to “quickly assemble” two battalions with Leopard 2 tanks, the German government’s statement said. “The training of the Ukrainian crews is to begin quickly in Germany. In addition to training, the package will also include logistics, ammunition and maintenance of the systems.”

German Defense Minister Boris Pistorius said the Leopard tanks could be operational in Ukraine in about three months.

The plan for incorporating Abrams tanks will likely be more complicated; not only do they need to cross the Atlantic Ocean first, but their systems are considered more complex.

“The Abrams tank is a very complicated piece of equipment. It’s expensive. It’s hard to train on. It has a jet engine,” Colin Kahl, the Pentagon’s under secretary of defense for policy, told Reuters last week. “I just don’t think we’re there yet,” Kahl said at the time on giving the tanks to Ukraine, a sign of how quickly the US position has evolved during the past days of negotiations.

The ability to get Ukrainians into Leopards quickly was always seen as an advantage of sending that type of tank, over the more cumbersome Abrams.

Abrams are also “considerably heavier” than most iterations of the Leopard, “so you need to give Ukraine additional engineering and recovery equipment,” Gustav C. Gressel, a senior policy fellow at the European Council on Foreign Relations (ECFR), told CNN.


Why are Leopard 2 tanks needed?


Wednesday’s announcement means Ukraine will soon be in possession of a modern tank that would hugely boost their arsenal ahead of renewed ground fighting anticipated in the spring.

Ukraine is bracing for a Russian offensive in the coming weeks, aimed at completing the capture of the Luhansk and Donetsk regions – the primary goal set by President Vladimir Putin for what he euphemistically calls his “special military operation.”

The Ukrainian military’s most senior officer, Gen. Valerii Zaluzhniy, said in December that Ukraine expected a Russian offensive any time between the end of January and March.

Previous military aid, like the American HIMARS rocket system, has been vital in helping Ukraine disrupt Russian advances and make a series of successful counter-offensives in recent months.

Kyiv will hope that Western tanks will have a similar impact on the slow, grinding ground war in Ukraine’s east.

Tanks represent the most powerful direct offensive weapon provided to Ukraine so far, a heavily armed and armored system designed to meet the enemy head on instead of firing from a distance. If used properly with the necessary training, they could allow Ukraine to retake territory against Russian forces that have had time to dig defensive lines.

The US has begun supplying refurbished Soviet-era T-72 tanks, but modern western tanks are a generation ahead in terms of their ability to target enemy positions. Ukrainian officials say they need several hundred main battle tanks – not only to defend their present positions but also to take the fight to the enemy in the coming months.

“Of course, we need a large number of Western tanks. They are much better than the Soviet models and can help us advance,” Lt. Gen. Serhiy Naiev told CNN.


How many tanks will be sent?


Germany said it will send 14 tanks to Ukraine “as a first step,” and aims to get them into the hands of troops quickly.

Crucially, Berlin’s announcement will likely also encourage other European nations who own Leopards to re-export some of their vehicles. Typically this would require Germany’s approval, and some countries had shown hesitance in sending tanks unless a coalition of nations doing the same could be formed.

“I call on all new partners that have Leopard 2 tanks in service to join the coalition and provide as many of them as possible,” Ukraine’s Foreign Minister Dmytro Kuleba said. “They are free now.”

Several armies use Leopards. In total, there are around 2,000 Leopard 2 vehicles spread across Europe, at different levels of readiness.

And many of those had already expressed their desire to ship some of theirs to Ukraine, with Poland attempting to rally support on the continent in case Germany declined to send theirs.

Dutch Prime Minister Mark Rutte told CNN affiliate RTL News on Wednesday that his government would “seriously consider” purchasing the 18 Leopard 2 tanks it leases from Germany and sending them to Ukraine. The Netherlands doesn’t own any of the tanks.

Spain has also said it is willing to send tanks in coordination with allies, according to Spanish news agency EFE, while Norway is reportedly considering a contribution.

“Germany will give the partner countries that want to quickly deliver Leopard 2 tanks from their stocks to Ukraine the corresponding authorizations to transfer them,” Scholz’s government said Wednesday.

Leopards are not the only modern tanks on their way to Ukraine. Germany’s decision on Wednesday sees it join a growing movement among NATO powers to equip Kyiv with vehicles.

Plans being finalized in the US will see around 30 Abrams tanks sent across the Atlantic. Earlier this year, the UK committed 12 Challenger 2 tanks.


What took Germany so long?


Germany’s decision followed weeks of Western pressure, ending a period of deliberation in Berlin that has frustrated its allies and caused exasperation in Kyiv.

German officials wrapped a NATO summit last Friday with no agreement to send tanks. Instead, officials lobbied for a similar commitment from the US before it would be drawn. Berlin subsequently said it wouldn’t stand in the way of other countries re-exporting their Leopards, but was tight-lipped on its own stance.

Sending tanks into Ukraine was once a red line for Western leaders, who had been generally willing to provide Kyiv with defensive weapons to repel the Russian threat but had shown reluctance to introduce systems which could put Ukrainian forces on the front foot.

The concern early in the war in some corners of NATO was that overstepping in military support would run the risk of escalating the conflict, and possibly even introduce the threat of nuclear attacks.

Nearly one year into the war, however, that calculus has changed – in no small part thanks to Ukraine’s successful counter-offensives toward the end of 2022, and its ability to incorporate new and complex Western weapons systems into its units.

Germany was slower than some of its allies in forcing this change in approach, with new defense minister Pistorius repeatedly calling for more time this week in the face of global pressure, and insisting that sending tanks would come with pros and cons for Berlin.

But Piotr Muller, the spokesman of the Polish government, said Wednesday that “undoubtedly, this diplomatic pressure is changing the German approach, and not only in the case of these tanks.”


How has Russia responded?


Russia reacted angrily to the initial reports that Germany and the US would send tanks to Ukraine, in much the same way it responded to the UK’s earlier decision to send tanks.

Kremlin officials have also sought to cast the sending of tanks as an act of aggression against Russia, fueling their bogus narrative that their so-called military operation is required to defend Russian interests rather than to capture Ukraine.

Russian ambassador to Germany Sergei Nechaev said in a statement Wednesday that Berlin’s decision was “extremely dangerous” and takes the conflict “to a new level of confrontation.”

US and European donations of tanks to the Ukrainian war effort will bring “more suffering” to the country and “bring more tension to the continent,” Kremlin spokesperson Dmitry Peskov told CNN Wednesday.

If US-made Abrams tanks are delivered to Ukraine, they will “burn down just like all the others,” and their cost will be a burden for European taxpayers, Peskov said.

But NATO allies supported Germany’s move and have repeatedly resisted Russia’s pretext for its war.

“The right decision by NATO Allies and friends to send main battle tanks to Ukraine. Alongside Challenger 2s, they will strengthen Ukraine’s defensive firepower,” British Prime Minster Rishi Sunak wrote on Twitter on Wednesday. “Together, we are accelerating our efforts to ensure Ukraine wins this war and secures a lasting peace.”

“If we want Ukraine to be able to retake territory, we need to give them more armor, more heavy and modern weapons,” NATO Secretary General Jens Stoltenberg told CNN on Wednesday.

“We need that to assure that President Putin doesn’t win this war,” he added. “Ukraine has the right to self-defense. We have the right to support them in upholding in that right.”

The question is.. will it be in time?   Russia is watching all of this and may try to preempt the delivery.  But in the end, I think we can do this if we all pull together.

Russia is razing Ukraine to the ground, or trying to.  Germany tried to do the same in WW2 in the UK.  Guess how that turned out with help from the US and other allies.  We are now the allies and can prevent the aggressor yet again.  Don't let up with this, it's vitally important.

I know dvernb, we had a lot of Polish refugees here in the UK after the war, my mother was friends with a few of them.  They, are good people, always have been.  My love my Polish friend who has lived all over the world, but is back home now in Poland, I have known him for 20 years and he has a deep hatred of Russia, I was quite shocked 12 months ago when I talked to him.  It's hard to understand how much they hate Russia.  You can't blame them really when you know the history.  I actually find that difficult to read about dvernb. 😞

This is Viet Nam and Afghanistan all over. We all know the legacy of those face offs. Don’t be fooled by the pontificating pundits. This is all about profit and loss not the unfortunate civilian/military casualties ground up to make loaves of profit.

You forgot to mention what happened in Dresden, the Brits retaliated after the carpet bombing of the UK.  But Immediately after the war, the UK did airlift tons of food into Germany to feed the starving people, even though they had very little food themselves.

Yes you are right in some ways, but what drives most countries to help is not profit driven, it's the need to protect vulnerable countries from invasion by aggressors like Russia.  You will find that countries that have experienced and actually lived with this aggression themselves are the first to step up to the plate to help those who are suffering now... Poland and UK are a perfect example of this.

The profiteering occurs when manufacturers see a way to make money off the back of it.  This is common.  Parasites see what they can take advantage of and move in.  It's the same in the microbial and biological worlds.  They spot a gap in the market and they take advantage of it.

The trick is to closely monitor suppliers and product quality, short contracts to keep them on their toes, Regular QC checks so they don't supply substandard equipment and product at a later date. 

Do I get to be UK PM now after my suggestions?  Well no thanks, I like a quiet life where I can observe and listen, that way I learn about human nature. 

We were born with 2 eyes, 2 ears and 1 mouth, the suggestion from the wisest of the world, is that we use them in that proportion.  That's what I do, it works for me.  I also have helped people when they need help when I am able to, because I too have experienced extreme hardship. I don't mean with kind words and wishes, I mean real help, sometimes financial.  This is reserved for friends of course, but I don't talk about details, they know who they are, I say this here because they would never read this here.

Look at the videos from the fronts, these people are dying pointless deaths. Situation is dire. You've been lead to believe that Russians are incompetent idiots in order to sway you as a public in direction of war. In reality far more Ukrainians are dying than Russians.

I see that you are now talking about how Russia is bombing Ukraine into oblivion, not like I didn't say this more than half a year ago! Does that mean that you support Russia since you accused me for saying exactly the same thing!?

Key thing is that you as a western public, at least from what I can see, you do not understand that this is attrition war, not war of conquest. Territory means very little to Russians. If you know history, but unfortunately it seems that you don't, this is how Russia wages war. They always trade territory for time and after 1000 years, they still stand there, from Baltic to the Pacific. Let that sink in.

This is literally what Russians are saying, but it seems that there's no one to listen. Russians publicly stated that their primary goal is to reduce Ukrainian forces and unfortunately that's what happening. 100b of usd, where is the result? There's none.

If nothing changes, once Ukraine becomes unable to sustain levels of attrition, war of conquest starts. It's like WW1.

Only people who hugely suffer in this war are Ukrainians, except those handful of mercs on the ground they do not have real allies. Effectively they are left for dead. Ukraine alone can't win this war, no matter how much money and weapons you pump in it, Russians will always have an upper hand.

I'm afraid that "allies" when time comes are going to turn their backs and leave, just like in Viet Nam, Afghanistan etc. Politicians and arms producers are going to wipe their tears with freshly made money and move to another target.... and Ukraine is going to be left destroyed and burned...

In our post WW11 years, we, the civilised world have realised that war and aggression is not the answer.  We wish to live in peace and prosper and trade with other like minded countries.... Only parasites gain when there is war.

Can I suggest that anyone who is able to access the BBC program Putin vs the West to watch it, it's a very enlightening watch, some good, some bad over the years.  I've only watched up to episode 2 of 3, but I will be doing the other 1 over the next few days. 

Tell me what you think about it, to see if it's the same as mine.  I won't tell you mine until you tell me yours.

Ukraine started the war with around 40M people, around 10M fled, another 10-12M are native Russian speakers. Essentially in just one year Ukraine lost half of it's human potential. That's half of the country lost in ONE YEAR.

Very close to the 0.5M are civilian and military casualties, either wounded, killed or lost in action. This is a demographic collapse never seen in modern history to date!

Do these numbers mean anything to you? Of course not, Ukrainians are used as means to weaken Russia, it was never about Ukrainians, you are willing to send last Ukrainian to death. As your politicians say "Ukrainians are willing to fight to the last one" - no they aren't, you are willing to sacrifice them to the last one.

Ironically, I do care about Ukrainians that's why I'm trying to tell you what is happening there. Sadly you prefer your propaganda fantasy.

NATO troops should have been there guarding new gas fields which should have been connected to the rest of the Europe leaving Russia isolated. But NO west spent 8 years training Ukrainians, planing to sacrifice them and buying billions and billions worth of resources from Russians helping them built now unleashed war machine!

BUT, things have changed now my friend, the whole world is supporting Ukraine with more and more advanced weapons that are regularly supplied.
 
I don’t believe the “whole world is supporting Ukraine”. China isn’t and it is arguably the most influential power in Asia. It’s population is 2 billion. It’s military dwarfs even Russia. It has not supported Ukraine in any way. India, the next most powerful influence in Asia, with its 1.8 billion people hasn’t gotten on Brussels/DC war wagon either. Indonesia, Brazil, Saudi Arabia … no saber rattling either. So you see the whole world is not supporting Ukraine.

We need to be cautious when we pressure Russia. We need to consider who would replace Putin not cheer his downfall. The next regime will be more totalitarian.

My 'whole world' statement is a little exaggerated, but accurate in that it includes many many countries who respect sovereignty and borders of other countries and their right to be independent.

China has already distanced itself from Russia.

India is a poor country, the normal population, need Russian imports.

Do you think I'm sabre rattling Big Data?  I'm an old lady of 74 years.  I know old people tend to be ornery, I'm no different, but, I've always been like this, long before I got old.  I despise unfairness and bullying of any kind and have stood my ground against it for many years, even when it was dangerous for me to do so.

I think you could call me an armchair activist, you should have seen me in the Libyan uprising.  Talk about formidable.  I heard, live, a reporter suddenly stop his report... it just stopped.. Why?  he had been shot dead while we were tuned in.  Some sights I've seen in that uprising, nobody should see, but I saw them, I heard them, they can never be erased from my memory.

This is why I fight on to stop oppression and wars while trying to get to the truth of what's happening.

I'm just an ornery granny who doesn't give a shit what anybody thinks and says what she feels right, whether people like it or not. 

 
I've looked at this because it's quite important to note, Big Data suggested that my 'whole world' statement was exaggerated to some extent, he's quite right.  Yes there are countries that back Russia, for their own reasons if you want to look them up, but I will name them so there is no mistake.

CUBA, NORTH KOREA, PAKISTAN, SYRIA, VENEZUELA, BELARUS, BRAZIL, INDIA, TURKEY,  I think that's 9.

China and Japan have distanced themselves from Russia, that's reported.  As long as we are truthful about things, we have nothing to fear.  That's all we need, just truth!

I didn't read all of it Big Data, but I was surprised at the amount countries who are supporting Ukraine, I didn't know it was that many, far more than I expected.  That's good news.

Well, I read it, but it is rather stale being printed in June last year.

This is to be expected as this part of the world has to follow the needs of their people.  They have nothing to spare when they are trying to feed millions, which of course takes priority.  And the colonial aspect is still a bone of contention... We have to take that into consideration too.

All in all, I believe that with the support from those countries that support democratic independence, they will stick by Ukraine.  So will I. 

Also, a Russian born person I follow feels the same.  They've been at the sharp end of all this insanity.  I think he is no longer Russian.

When Ukaraine was invaded by Russia, at that point it was not a NATO member... so this is why the delay from NATO, which I'm sure you know.

No, I am not Russian, but honestly I do not expect any better from you cause it's obvious that you are barely able of critical thinking - if at all.

My 'whole world' statement is a little exaggerated, but accurate in that it includes many many countries who respect sovereignty and borders of other countries and their right to be independent.

China has already distanced itself from Russia.

India is a poor country, the normal population, need Russian imports.

Do you think I'm sabre rattling Big Data?  I'm an old lady of 74 years.  I know old people tend to be ornery, I'm no different, but, I've always been like this, long before I got old.  I despise unfairness and bullying of any kind and have stood my ground against it for many years, even when it was dangerous for me to do so.

I think you could call me an armchair activist, you should have seen me in the Libyan uprising.  Talk about formidable.  I heard, live, a reporter suddenly stop his report... it just stopped.. Why?  he had been shot dead while we were tuned in.  Some sights I've seen in that uprising, nobody should see, but I saw them, I heard them, they can never be erased from my memory.

This is why I fight on to stop oppression and wars while trying to get to the truth of what's happening.

I'm just an ornery granny who doesn't give a shit what anybody thinks and says what she feels right, whether people like it or not.
